About This Job

The mission of the LSLBC is to protect the health, safety, and general welfare of the public dealing with those engaged in the contracting vocation; to afford such persons an effective and practical protection against the unlawful and fraudulent acts of contractors with whom they contract; and to maintain the integrity of the construction industry. Further, the Board shall monitor construction projects to ensure compliance with the licensure requirements of the statutes. The Compliance Investigator 4 serves as a senior-level investigator and the agency's primaryauthority on public information, public records, and criminal background processes. The role coordinates the agency's public records program, manages complex public information requests, conducts specialized and high-level investigations, and ensures accurate interpretation of licensing laws and regulations. It also supports enforcement operations by preparing court-ready reports, managing compliance directives, assisting with violation fines, and responding to subpoenas and court orders. Additionally, the position plays a major communication role by preparing press releases, newsletters, legislative updates, and ensuring website accuracy. This investigator engages directly with the public, contractors, attorneys, and other officials, often managing sensitive cases and collaborating with law enforcement and federal agencies.

Key Competencies Needed to Succeed

• Strong ability to manage and interpret public records, distinguish between public and confidential documents, and respond to complex information requests
• Skilled in preparing correspondence, press releases, bulletins, and public-facing communications.

• Ability to conduct specialized, high-level investigations, including criminal background checks and multi-source records research (court records, Secretary of State, bankruptcy, judgments).
• Competence in preparing court-ready reports and supporting evidentiary documents.

• Deep understanding of the Contractors Licensing Law, Rules, and Regulations, with the ability to interpret and explain them to contractors, attorneys, prosecutors, and the public.
• Experience responding to subpoenas, court orders, and providing testimony.

• Strong written and verbal communication skills for public education, news media interaction, and producing official publications.
• Ability to educate unlicensed contractors and the general public on licensing processes and requirements.

• Proficiency with specialized systems, recordkeeping programs (e.g., ARLS), and report generation.
• Ability to maintain accurate records, manage case workloads (about 20 cases), and support enforcement operations such as cease-and-desist orders and probation monitoring.

Minimum Qualifications

Six years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR Six years of full-time work experience in any field plus three years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR A bachelor's degree plus three years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR An advanced degree plus two years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

• Coordinate the agency's Public Information and Records Program under the Director of Investigations.
• Respond to public information inquiries as the agency's subject-matter expert on compliance matters.
• Research board files and interpret Contractors Licensing Law, Board Rules, and Regulations for compliance-related matters.
• Participate in advertising campaigns, working with vendors on scripts for written, television, and radio communications.
• Research court records, bankruptcy filings, judgments, criminal histories, Secretary of State filings, and business records to validate or refute allegations of licensing law violations.
• Use specialized investigative systems and programs, presenting findings to leadership and providing reports to executive staff.
• Handle special or urgent projects assigned by the Director of Investigations, including sensitive matters involving federal agencies or law enforcement.
