The mission of Pinecrest Supports and Services Center is to support people with intellectual and developmental disabilities to reach treatment goals and to return to more integrated community living settings. Pinecrest Supports and Services Center specializes in the treatment of people with comorbid intellectual and developmental disabilities and complex medical, behavioral, and psychiatric support needs.

Pinecrest Supports & Services Center (PSSC) is seeking a dedicated and compassionate Human Resources Manager to perform diversified and technical tasks in the maintenance of human resources functions.

Minimum Qualifications
Seven years of human resources experience; OR

Six years of full-time experience in any field plus four years of human resources experience; OR

A bachelor's degree plus four years of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information

Job Duties:

  • Manages and supervises the Hire Unit program in the Human Resources Department.
  • Ensures agency management maintains appropriate hiring practices and supervisors are selecting or rejecting applicants in conformance with legal requirements, EEO guidelines, and agency and Civil Service rules.
  • Manages the activities of staff in the EEO department in Human Resources.
  • Counsels employees, supervisors, and management on applicable Civil Service rules and state and federal laws pertinent to employee relations activities.
  • Counsels employees and supervisors in order to attempt to resolve problems before the formal grievance or disciplinary process is used. Assists in investigation of complaints filed within the agency and recommends a course of action to agency management.
  • Assists in preparing pre-deprivation and final letters of disciplinary action for review and approval by the Human Resources Director and LDH Legal.
  • Consults with agency legal counsel to address issues that may involve legal ramifications. Serves as a member of the Executive Advisory Committee and in the absence of the Human Resources Director, serves as chairperson of the Executive Advisory Committee. Recommends actions to the Appointing Authority after review by the Executive Advisory Committee.
  • Assists HR Director and LDH Attorney to prepare for and represent the agency during Civil Service Appeals and pending litigations involving employee relations. Assists HR Director with Unemployment Insurance claims and hearings.

Appointment Type: This position may be filled by probation, promotion, demotion, lateral transfer, detail to special duty, or job appointment. Preference may be given to employees of Pinecrest Supports and Services Center.

Work Schedule: Monday-Friday; 8am-4:30pm.

Compensation: This position offers a Special Entrance Rate (SER) of $32.92/hour
