Minimum Qualifications
Six years of human resources experience; OR
Six years of full-time experience in any field plus three years of human resources experience; OR
A bachelor's degree plus three years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
This position serves as the supervisor of a comprehensive Human Resources Program. The incumbent assists with providing for the efficient and effective operation of the Employee Administration and Payroll functions for an extremely complex and highly visible state department under the rules and regulations of the Louisiana Department of Agriculture and Forestry, state and federal rules, regulations, and guidelines, and policies and procedures of the Department.
Lead and administer employee administration and benefits programs for active employees, ensuring a seamless and supportive HR experience.
Supervise and manage biweekly payroll (Time Administration) operations, ensuring accurate and timely employee compensation.
Oversee benefits enrollment and provide guidance on retirement and insurance options (e.g., LASERS, TRSL, OGB, deferred compensation), ensuring employees are well-informed.
Serve as a trusted advisor to leadership, staff, and external partners on HR policies, Civil Service rules, pay matters, and related issues.
Provide guidance and support to HR staff, resolving complex and non-routine issues such as regulatory interpretations, benefits concerns, and pay adjustments.
Monitor and approve payroll transactions, including off-cycle payments, recoupments, and salary adjustments, while identifying and resolving discrepancies.
Establish priorities, evaluate performance, and ensure team effectiveness in meeting agency goals and objectives.
Develop, implement, and continuously improve HR policies, procedures, and program guidelines.
Ensure compliance with Civil Service rules, departmental policies, and all applicable state and federal laws.
Oversee and ensure compliance with pre-employment and random drug screening programs.

Position-Specific Details:
Appointment Type: This position may be filled by probation or by promotion of a classified employee of the Louisiana Department of Agriculture and Forestry serving with permanent status.
Compensation : The salary offered will be determined based on qualifications and experience.
