Join our team as a Program Monitor and play a vital role in the effective stewardship of public health resources across Louisiana. This position supports contract administration within the agency and contributes directly to ensuring programs operate efficiently, responsibly, and in alignment with public health goals. Working under the broad direction of a Program Manager 1B, the Program Monitor is entrusted with making independent decisions, resolving issues, and communicating effectively with internal and external partners. Minimum Qualifications
Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor's degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Supports agency-wide contracts administration by assisting with the planning, oversight, monitoring, and evaluation of OPH Contracts Unit functions while maintaining a centralized repository of contract records, statuses, amendments, and key data to ensure transparency and compliance.
  • Reviews, monitors, and manages assigned program contracts and subcontracts to ensure accuracy, completeness, timely execution, and compliance with applicable state and federal laws, procurement regulations, and OPH policies.
  • Serves as a contract monitor by tracking milestones, deliverables, invoices, amendments, renewals, and closeout activities; documenting non-compliance; and recommending corrective actions or penalties when appropriate.
  • Provides technical assistance and training to program, business, and procurement staff on contract requirements, monitoring tools, invoicing, auditing standards, and best practices, including MOUs and Cooperative Endeavors.
  • Coordinates and consults with internal and external stakeholders-including LDH Office of Management and Finance, legal staff, contractors, auditors, and vendors-to resolve contract issues, support negotiations, and ensure proper contract execution and payment.
  • Prepares written monitoring reports, evaluations, compliance summaries, and audit responses; supports corrective action plans; and ensures audit requirements are documented and addressed in all program contracts.
  • Keeps OPH staff informed of new and emerging contract-related policies and procedures; assists with proposal reviews and contract development; participates in contract meetings; and performs emergency response and other duties as assigned.
