This role ensures compliant, timely processing of financial assistance awards and supports audit readiness, performance monitoring, and policy-aligned grants administration for IA programs.

Responsibilities

  • Apply mastery knowledge of 2 CFR 200 to support pre-award, post-award, and closeout activities.
  • Monitor recipient compliance, review performance reports, and support timely award closeout.
  • Research, draft, and prepare modifications to financial assistance awards.
  • Analyze recipient capabilities, financial systems, and compliance with award terms.
  • Review budgets, cost allocation plans, and financial reports for compliance with 2 CFR 200 Subpart E.
  • Coordinate and execute closeout processes, ensuring all financial and administrative requirements are met.
  • Support development of Notices of Funding Opportunity (NOFOs), evaluation plans, and award documentation.
  • Serve as a grants management subject matter expert for program officials.
  • Recommend process improvements and participate in team meetings regarding policy updates.
  • Resolve disputes, approve or prepare final payments, and complete all closeout documentation.
  • Prepare responses to audit findings and compliance inquiries.
  • Provide direction and guidance to less experienced staff.
  • Other duties as assigned
Qualifications
  • Bachelor's degree with at least 24 semester hours in accounting, business, finance, law, public administration, economics, or management; or equivalent experience supporting federal grants programs.
  • Three (3)+ years of directly related federal grants management experience, preferably with DOI. One year must be equivalent to GS-12
  • Mastery of federal financial assistance regulations including 2 CFR 200.
  • Experience conducting compliance reviews, closeout actions, and award administration activities.
Preferred Qualifications:
  • Experience with Department of the Interior (DOI) or Indian Affairs (IA) grant programs.
  • Familiarity with federal grants management systems (e.g., GrantSolutions).
  • Experience preparing NOFOs, award packages, and audit responses.
  • Demonstrated ability to resolve recipient disputes and recommend corrective actions.
Knowledge, Skills and Abilities:
  • Strong analytical skills for reviewing financial data, reports, and recipient capabilities
  • Skills in negotiation, issue resolution, and communication with program officials.
  • Ability to interpret complex federal regulations and apply them to awards.
  • Ability to manage competing deadlines with moderate independence.
  • Strong written and verbal communication skills.
