This position will serve as Administrative Coordinator 4 to the Assistant Director of the Horticulture Commission with the Louisiana Department of Agriculture & Forestry. The Horticulture Commission provides for the prevention, control, and eradication of regulated and exotic crop pests or diseases endangering Louisiana's agricultural, horticultural, and apiary industries; ensures that products certified for export are in fact free from pest; and oversees the qualifications and practices of persons engaged in the green industry.

Minimum Qualifications

Job Duties and Other Information
Job Duties:
The incumbent routinely handles confidential files of horticulture licensee information. Must have strong interpersonal and communication skills as the position requires interaction and coordination with the Department administrators, industry executives, and various state associations relating to horticulture and quarantine matters and assists in the execution operational/administrative matters pertaining to the efficient operation of the programs. Supervision of this position is received from an Unclassified Assistant Director.
- Compiles adjudicatory cases from statewide investigations for violations that require possible adjudicatory action for the Horticulture Commission; consults with Director, Assistant Director, AES Attorney, and inspectors to build case files that are orderly and complete, including investigation and certified tracking records to be used in case of legal/adjudicatory action.
- Prepares legal documents such as compliance notices, call to hearing letters, subpoenas, stipulations, finding of fact letters, commission agendas and binding documents. Establishes and maintains files on all statewide hearing cases. Independently corresponds with the AES attorney on hearing cases and other state agencies on Commission matters.
- Oversees statewide horticulture licenses and permits and file data for the coordination of regulatory action pertaining to violations of the Louisiana Horticulture Commission throughout the state.
- Responsible for accurate and timely communicating with field inspectors/investigations, and adjudicatory cases.
- Establishes, implements, and revise (as necessary) the program's Standard Operating Procedures (SOP's). Conducts SOP training for all new employees.
- Oversees audits of continuing education for landscape architects.
- Functional supervisor over all administrative staff in the absence of the Administrative Program Specialist C.
- Independently serves as liaison for Horticulture and Quarantine Programs between the department, the regulated industry,
- and the public.
- Responsible for managing a program database for over 10,000 individual horticultural and nursery businesses in excess of seven hundred thousand ($700K) in annual revenue.
- Interprets the Louisiana Horticulture Law, Louisiana Horticulture Rules and Regulations and answers questions from industry and the public.
- Manages a statewide database, which includes Horticulture licensee information, licensee insurance information and continuing education to ensure all licensees are licensed, insured, and in compliance with the Louisiana Horticulture Commission Law.
- Responsible for the statewide LDAF Business App including but not limited to working closely with IT on solving technical issues, distributes any complaint reported through the App to the appropriate district in the state and provides technical assistance to citizens concerning navigation with the LDAF Business App
- Manages statewide electronic files concerning the horticulture commission meetings correspondence, exhibits, pleadings, etc.
- Maintains and keeps current the Division of Administration Boards and Commission websites for the Horticulture Commission, including minutes, agenda, reimbursements, and notices.
- Conducts SOP training for all new employees.
- Review fines to determine if they have been paid or neglected by the offenders. Type certified mail and return receipt cards and prepares return of service reports which are re-routed for hand delivery by inspectors. Brings files to the division's attorney for review.
- Compiles documents and prepare binders for Horticulture Commission members. Distributes case copies of all exhibit materials to each commission member during hearing.
- Compiles all applications for license reinstatement and documents for commission member review.
- Independently ensures meeting rooms are booked when future commission meetings are scheduled.
- Arranges the meeting rooms to accommodate the meeting including seating, microphones, recordings and other IT equipment, documents, drinks, etc.
- Maintains the enforcement action documents in a statewide database and ensure the documents are properly scanned and uploaded to the coinciding sections and enforcement files.
- Provides telephone support for the entire Department of Agriculture and Forestry by assisting callers to obtain additional or clarifying information daily.
- Disseminates calls to the appropriate division to the entire Department of Agriculture and takes messages and forwards call to voicemail when necessary
- Responsible for gathering information on statewide complaints that are reported to the main LDAF office and disseminated to the appropriate district office in the state.
- Serve as reporter for the Horticulture Commission and prepare meeting agendas and meeting minutes to be distributed to commission members.
- Attends all meetings, including but not limited to commission meetings, public hearings, and committee meetings, and transcribe meeting minutes.

Position-Specific Details:
Appointment Type: - Full-time- this position may be filled by probation or by promotion of a classified employee of the Louisiana Department of Agriculture and Forestry serving with permanent status.
- Applicants who are not permanent employees of the Louisiana Department of Agriculture and Forestry will be required to serve a probationary period up to 24 months.
