Position Summary

The Investigator is responsible for conducting investigations into alleged violations of the Louisiana Plumbing Law, Board rules, and other applicable statutes. This position plays a critical role in supporting the Board's mission to protect public health and safety by ensuring that plumbing, natural gas, medical gas, and water supply protection system (WSPS) work performed throughout Louisiana complies with state law and is carried out by properly licensed individuals and entities.

Duties and Responsibilities

  • Conduct field investigations statewide involving licensed and unlicensed plumbing, natural gas, medical gas, and WSPS activities.

  • Receive, review, and investigate complaints alleging potential violations of Louisiana Revised Statutes Title 37 and Title 46, and applicable Board rules.

  • Interview complainants, witnesses, licensees, and respondents to obtain and verify relevant information.

  • Collect, document, organize, and preserve physical, electronic, and documentary evidence.

  • Prepare clear, thorough, and well-documented investigative reports for review by the Board and legal counsel.

  • Coordinate investigative activities with local jurisdictions, other state agencies, and law enforcement authorities, as appropriate.

  • Assist in the preparation of cases for informal conferences, administrative proceedings, and formal Board hearings.

  • Testify before the Board and other administrative or quasi-judicial bodies regarding investigative findings, evidence, and procedures followed.

  • Conduct follow-up inspections or investigations to verify compliance with Board orders, consent agreements, or corrective actions.

  • Maintain confidentiality and ensure proper handling of sensitive and protected information.

  • Attend Board meetings and Enforcement Committee meetings as requested.

  • Participate in required training and continuing education related to investigations, enforcement practices, and applicable statutes and regulations.

Minimum Qualifications

  • Demonstrated investigative experience obtained through employment with a law enforcement agency or a governmental regulatory or enforcement body, including responsibility for conducting investigations, collecting and documenting evidence, interviewing parties, and developing case files.

  • Ability to prepare clear, accurate, and well-organized investigative reports and maintain case files in accordance with established procedures.

  • Strong written and verbal communication skills, including the ability to testify effectively in administrative or quasi-judicial hearings.

  • Valid Louisiana driver's license and ability to travel statewide as required.

Preferred Qualifications

  • Experience in a licensed trade (plumbing, mechanical, or construction-related) preferred but not required.

  • Working knowledge of Louisiana statutes, administrative rules, and regulatory enforcement processes.

  • Strong attention to detail, organizational skills, and sound professional judgment.

  • Proficiency in Microsoft Office and ability to produce clear, concise correspondence and reports.

Compensation

  • Hourly Rate: $30.00 per hour

  • Maximum Hours: Up to 1,245 hours per fiscal year (per state WAE employment limits)

  • Position Type: Part-time, classified as WAE (When Actually Employed)

  • Location: Positions may be based in South, Central, or North Louisiana, with statewide travel required
