Ideal Candidate Profile: Seeking an Enterprise Sourcing Specialist (ESS) to be responsible for the sourcing and execution of Enterprise sourcing and contracts for IT solutions, goods and services.
About the role
This position assists customers in identifying how to solve IT business problems, and facilitates the process of evaluating, negotiating and selecting solutions that provide the best. This includes leading customers and stakeholders in the development of requests for information (RFI) and requests for proposal (RFP) documents, leading teams in evaluating supplier responses and proposals, negotiating complex contracts with suppliers and executing contract awards.
This position will serve on cross-functional sourcing teams and support the development of IT infrastructure sourcing strategy by conducting proactive market research and data and trend analysis. This position will work with other Enterprise Sourcing team members on a regular basis, including other sourcing professionals as well as financial/data focused groups to enhance automation and continual process improvement.
This position will work collaboratively with commercial contract managers, client service owners, financial analysts, the Multi Services Integrator and all other client and supplier stakeholders to ensure continual improvement of client sourcing and market engagement process and effective future sourcing.
Roles & Responsibilities
Led end-to-end enterprise sourcing initiatives for IT solutions, software, infrastructure, and professional services, from intake through contract award.
Partnered with business stakeholders, IT leaders, finance, and legal teams to define requirements and sourcing strategies aligned with organizational objectives.
Developed and managed RFI, RFP, and RFQ documents, including scope definition, evaluation criteria, pricing models, and contractual terms.
Facilitated cross-functional evaluation teams, coordinated supplier presentations, and conducted structured scoring and comparative analysis of vendor responses.
Performed market research, cost benchmarking, and trend analysis to support sourcing decisions and identify opportunities for cost optimization.
Negotiated complex, high-value contracts, including pricing, SLAs, data security, compliance, and risk terms, ensuring best value and policy adherence.
Supported contract development and execution, working closely with commercial contract managers to finalize awards and onboarding.
Interpreted and applied procurement policies, regulations, and contract guidelines to ensure compliant and transparent sourcing processes.
Utilized standard sourcing templates, tools, and work instructions to maintain consistency and audit readiness.
Collaborated with Enterprise Sourcing peers and financial/data teams to improve sourcing workflows, reporting, and automation.
Required Skills & Experience
IT Procurement experience
Superior written and oral communication skills and the ability to communicate clearly and professionally with all types of stakeholders
Experience executing request for proposals (RFPs).
Demonstrated Knowledge of contract development
Ability to analyze and negotiate complex high value contracts
Ability to interpret procurement law and policies
Ability to use existing templates and work instructions to complete tasks
Ability to work independently with limited supervision
Ability to lead cross-functional teams and work with all levels of staff and the general public
Bachelor's degree, preferably in business, information systems, compliance, legal, or related field preferred (or commiserate experience)
Preferred Skills
Ability to work with Enterprise Sourcing peers to collectively problem solve and brainstorm solutions that can be uniformly applied
State or local VA state agency procurement exp will be beneficial. Professional references a big plus if your candidate has prior VA state agency exp.
