ABOUT THE POSITION:
The Investments Division at LACERA encompasses a diverse array of asset classes including Public Equities, Private Equity, Real Assets (Infrastructure and Natural Resources), Real Estate, Fixed Income, Hedge Funds, Credit, Direct Investments (Private Markets), Portfolio Analytics (Risk Management), and Corporate Governance Stewardship (Environmental, Social, and Governance).
The Finance Analyst II, LACERA position reviews, analyzes, and makes recommendations on the administration and management of LACERA's investment portfolio. Positions allocable to this classification work under the administrative and technical direction of a Finance Analyst III, LACERA, and/or a Senior Investment Officer, LACERA who has immediate responsibility for an asset class of LACERA's investment portfolio, such as Fixed Income, Real Estate Equities, or Alternative Assets.
Depending upon the asset class or category to which the incumbent is assigned, the work involves evaluating and monitoring current contract investment management companies' performance, assisting in the preparation of Requests for Proposals (RFP's), evaluating RFP responses, conducting site inspections of LACERA owned property, assisting in the preparation of reports to the Board of Investments, and assisting in determining asset allocations to contract management companies.
This position is exempt as defined by the Fair Labor Standards Act and is not eligible for overtime. This position may require working evenings, weekends, and holidays.
VACANCY INFORMATION:

Vacancies are located in the Credit and Risk Mitigation, Private Equity, and Portfolio Analytics sections of the Investments Office. The resulting eligible register for this examination may be used to fill current and future vacancies throughout the Investment Division, as they occur.

  • The Credit and Risk Mitigation team is responsible for the design, implementation, and oversight of credit, investment grade bond, and hedge fund portfolios. Key functions include investment monitoring and operations, preparing analyses and presentations, researching markets and investment strategies, and conducting investment due diligence.
  • The Private Equity team is responsible for the design, implementation, and oversight of the private equity portfolio. Key functions include sourcing, evaluating, and recommending investment opportunities, as well as investment monitoring and operations. The team ensures alignment with LACERA's strategic objectives outlined in the Growth functional asset category.
  • The Portfolio Analytics team is responsible for total Fund risk management, performance measurement, compliance, operations, and reporting for both the Pension and OPEB Trust. PA also is responsible for the investment oversight of the OPEB Trust, cash management, and cash overlay programs for both total Funds.

Certification Bonus: Any permanent, full-time employee working in this classification possessing a valid Chartered Financial Analyst (CFA) certification issued by the CFA Institute is entitled to a Certification Bonus equal to two (2) salary schedules (approximately 5.5%) as provided by the Los Angeles County Step Pay Plan.
Work Schedule: This position works a 5/40 schedule (e.g. an eight (8) hour day, Monday through Friday) for at least the first six (6) months of employment. The Investment Team currently works a hybrid work model with all staff members in the office two (2) days per week (generally Monday and Wednesday) and the third Thursday of every month, and as organizational needs require for instance, if additional meetings are scheduled from time to time. Staff members have the flexibility to work from home or at the office on other days. LACERAmay revise the hybrid work model at its discretion, as circumstances warrant.

REQUIREMENTS
A Bachelor's degree from an accredited college or university in Finance, Economics, Business Administration or a related field AND Two (2) years' responsible investment management experience assisting in the continuing supervision and review of an extensive investment program for a large financial institution or governmental agency. An additional two (2) years of the required experience may be substituted for a college degree.

The ideal candidate will possess experience:
  • Conducting investment manager due diligence, including portfolio fit and optimization of risk-adjusted performance.
