The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision‑making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This is a highly technical, advanced level IT supervisory position in the Office of Technology Services (OTS) Application and Data Management (AppDM) Health and is responsible for the maintenance and testing of the LaMEDS application as well as the development of new processes as defined by executive management. The incumbent leads the development and testing teams for the Louisiana Medicaid Eligibility Determination System (LaMEDS) utilizing SQL, SQL Server Management Studio, Pentaho, SoapUI, JIRA, SharePoint and GIT.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Five years of experience in information technology;
Six years of full‑time work experience in any field plus three years of experience in information technology;
An associate's degree in information technology plus three years of experience in information technology;
A bachelor's degree plus three years of experience in information technology;
A bachelor's degree with twenty‑four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology;
A master's degree plus two years of experience in information technology.
EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Serves as the supervisor of the LaMEDS development and testing teams working closely with LDH testers and contractor development teams. Supervises subordinate staff in the preparation of system documentation (i.e. ICDs) and the execution of test strategies, mitigation plans and work assignments. May function in the capacity of higher Information Technology management, as directed in their absence. Prepares information for Advance Planning Documents, invitations‑to bid for hardware and requests for proposals for software consultant services.
Assists in the development of long and short range plans for staff organization, budget, training and equipment needs for assigned projects.
Assists subordinate staff with LaMEDS testing and problem resolution as needed to assure compliance with accepted methodology.
Provides guidance and coordinates training of subordinate staff.
Coordinates the activities of the project teams in creating and modifying interrelated highly complex application systems.
Completes Performance Evaluation System (PES) – Planning & Evaluation Forms and approves subordinate leave requests.
Confers frequently with contractor development and User Acceptance Testing (UAT) teams, OTS verticals and other business units to determine the direction of and establish testing priorities for the LaMEDS system.
Analyzes user requests/defects/change requests in order to identify the necessary system development, determine effects on existing system functionality, and estimate for timely completion of testing.
Performs all other tasks, special projects, analysis, studies, and plans as directed.
Appointment Type: This vacancy will be filled by promotion of a current permanent status Office of Technology Services employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as an IT Statewide Applications Senior Developer 1, 2 or 3.
