Job Details

Roles/Responsibilities:

1. Development, administration & configuration of a custom-built .NET development project
2. Provide technical knowledge transfer, training, documentation, mentorship, and guidance to State personnel for all requested work
3. Provide oversight and guidance of the customer‑agency's replacement software and make performance improvements
4. Perform code reviews and testing on new code
5. Participates in all necessary team meetings and design sessions in accordance with Scrum ceremonies
6. Cooperation with the State's Technical Architect to ensure compliance with OTS standards of State applications

Mandatory Skills:

1. Five (5) plus years of expertise and/or relevant experience in the following areas:

• C#

• ASP.NET Core (version 6.0 or later)

• MSSQL

1. Two (2) plus years enterprise‑level software development
2. Two (2) plus years of experience working in an Agile / Scrum environment

Desirable Skills:

1. Has led a team of application programmers under Microsoft development stack.
2. Familiarity with frameworks such as Vue, React, NodeJS, Angular, Typescript.
3. Experience designing and developing distributed systems (Microservices/SOA)
4. Experience developing reports with SSRS, PowerBI, Tableau, or other reporting tools
5. Experience setting up, maintaining and using DevOps practices, including CI/CD pipelines, such as GitHub Actions and Octopus Deploy, and automating tasks
6. Experience with the Git Version Control System, including branching strategies for complex systems
7. Proficiency in front‑end development using HTML, CSS, and JavaScript.
8. Hands‑on experience with modern JavaScript frameworks such as Vue.js and React.
9. Familiarity with Figma for UI/UX prototyping and design collaboration.
10. Strong understanding of RESTful API design and integration.
11. Proficiency in containerization (Docker) and orchestration (Kubernetes).
12. Knowledge of Infrastructure-as-Code practices using tools like Terraform.
13. Solid understanding of security best practices including OAuth 2.0, JWT, and HTTPS/TLS.
14. Excellent problem‑solving and analytical abilities.
15. Strong communication and teamwork skills.
16. Experience working in Agile environments with iterative development practices.
17. Experience with cloud platforms such as Microsoft Azure or AWS.
18. Familiarity with API integrations for external data sources.
19. Exposure to modular or microservices architectures.
20. Knowledge of message‑based systems (e.g., RabbitMQ) and asynchronous programming models.
