Job Description:


The Senior Application Programmer will play a key role in the development, configuration, and administration of a custom-built .NET development project for the customer agency. This individual will provide high-level technical expertise, mentor state personnel, and ensure application architecture aligns with state standards. The candidate will work closely with the State's Technical Architect and development team in an Agile/Scrum environment to build, enhance, and optimize enterprise-level applications.

Key Responsibilities:

  • Lead the development, administration, and configuration of a custom .NET development project.
  • Provide technical knowledge transfer, training, documentation, mentorship, and guidance to State personnel.
  • Oversee and guide the customer-agency's replacement software and drive performance improvements.
  • Conduct code reviews and testing on new code to ensure quality and compliance.
  • ctively participate in team meetings and design sessions following Scrum ceremonies.
  • Collaborate closely with the State's Technical Architect to ensure alignment with OTS standards and enterprise architecture best practices.
  • Provide technical oversight to ensure robust design and performance.

Mandatory Qualifications and Skills:
  • 5+ years of experience with:
    • C#
    • SP.NET Core (6.0 or later)
    • MSSQL
  • 2+ years enterprise-level software development experience.
  • 2+ years working in an Agile/Scrum environment.

Desirable (Preferred) Skills & Experience:
  • Team leadership experience in Microsoft development stack projects.
  • Experience with front-end frameworks such as Vue, React, NodeJS, Angular, Typescript.
  • Designing and developing distributed systems (Microservices/SOA).
  • Report development with SSRS, Power BI, Tableau, or similar tools.
  • DevOps experience with CI/CD pipelines (e.g., GitHub Actions, Octopus Deploy) and automation.
  • Git version control strategies for complex systems.
  • Strong front-end skills with HTML, CSS, JavaScript.
  • Familiarity with Figma for UI/UX design and prototyping.
  • RESTful API design and integration expertise.
  • Containerization and orchestration (Docker, Kubernetes).
  • Infrastructure-as-Code (IaC) using Terraform.
  • Security best practices (OAuth 2.0, JWT, HTTPS/TLS).
  • Cloud experience with Microsoft Azure or AWS.
  • Experience integrating external APIs.
  • Modular/microservices architecture exposure.
  • Message-based systems (e.g., RabbitMQ) and asynchronous programming.
  • Strong communication, problem-solving, and teamwork skills.

Work Schedule:
  • Work hours should align with State core business hours (7:00 AM - 6:00 PM CT).
  • May require work on holidays, weekends, or after hours to meet critical deadlines.

Deliverables & Compliance:
  • Weekly status reports of completed and ongoing activities.
  • Weekly/monthly timesheets as required by the State.
  • Itemized monthly invoicing through the OTS Invoice Portal.
  • dherence to State network security standards and policies.
  • Completion of State onboarding and security training.
  • Compliance with Louisiana State Confidentiality and HIPAA Business Associate requirements.

Additional State & Contractor Responsibilities
  • Contractor must ensure all hardware and software comply with State network and security standards.
  • Contractor is responsible for monitoring and managing billable hours to stay within approved Task Order limits.
  • ll resources must be able to communicate fluently in English (verbal and written).
  • Contractor must maintain and make available all work records for audit purposes.
  • ll onboarding and security training must be completed prior to work commencement.
  • Compliance with Louisiana State Information Security Policy and IRS Publication 1075 security requirements.
