Purpose:


Support Project Controls Lead and the Regional Engineering teams with implementing project controls systems, processes as well as the local execution oversight of key compliance programs. Conduct analysis and provide periodic reporting to enable project managers to assess the progress of projects. Provides procurement support for capital projects and assist engineering team to make sure that projects are completed on time & within budget. Perform annual performance reviews of local contractors and coordinate execution of activities related to ASME & API programs as well as other compliance programs.


The assignment duration for this role is initially anticipated to be 6-12 months.


Responsibilities



  • Support the engineering team but overseeing the execution of the Capital Project financial tracking, budgeting, reporting for all project managers.

  • Manage the approval process for all Capital projects and coordinate the project setup upon sanction of funding.

  • Maintain the project cost and schedule work breakdown structure, code of accounts and ensure proper interface with site accounting and project controls functions.

  • Assist project managers in creating purchase requisitions and manage the appropriate approvals required.

  • Perform annual face-2-face performance reviews supporting for all local contractors.

  • Lead the onsite planning, coordination and execution of key ASME and API compliance programs under the direction of engineering. Coordinating with the local stakeholders (department leaders, engineering, construction, planning & Operations) necessary to execute the work onsite for these compliance programs.

  • Process invoicing as received, including physical site verification of materials as received and or job walks with contractors and/or project managers to verify completion.

  • Communicate directly with all contractors and vendors to ensure delivery and invoicing to schedule.

  • Liaise with Plant and regional finance and provide monthly and quarterly reconciliation and reporting of all Capital project spend execution.

  • Monitor project budgets for accurate commitment & spending.

  • Responsible for creation, change, and maintenance of contractor & engineering vendor master database.

  • Liaise with multiple departments for smooth & effective issuance of Purchase orders, vendor setups, and resolve any issues with payment.

  • Support project cost and schedule closeout activities.

  • Support physical asset tagging at site where based and liasing with other regional facilities as needed

  • Maintain and track the change management system across the project, ensuring consistent application and rigor.


What you will bring


Technical/Industry Experience and Qualifications Requirements:



  • Experience with entering requisitions and processing invoices in SAP, procurement and phone discussions with vendors, knowledge of milestone payments, terms & conditions, ability to review proposals and ensure all terms and conditions are met.

  • Knowledge of schedule control, cost control and estimating principles, stage gate project execution processes, front-end loading concepts, project development.

  • Experience working directly with contactors and manufacturing personnel to lead, coordinate and execute key project activities at site.

  • Knowledge with a stage gate project process and ways of execution.

  • Demonstrated ability to work successfully in cross-functional teams.

  • Strong analytical ability as well as awareness to be self-directed.

  • Well-developed skills in problem solving & communications.

  • Able to handle large volume & work under pressure.

  • Experience working with an ERP system.

  • Manufacturing or Lubricants experience preferred.

  • SAP and Excel knowledge and experience

  • Experienced in vendor management and interaction

Required:



  • Bachelor's Degree (preferably in Engineering or Finance) or minimum 3 years relevant experience.
