Ethics Administration It Developer

At the Ethics Administration, we strive to achieve compliance by governmental officials, public employees, candidates, and lobbyists, and to provide public access to disclosed information. The mission of the Ethics Administration is to provide staff support for the Louisiana Board of Ethics, which administers and enforces Louisiana's conflict of interest legislation, campaign finance disclosure requirements, lobbyist registration and filing requirements, and other public disclosure laws.

As part of the Ethics Administration's IT group, the candidate who fills this position will be responsible for helping to develop and maintain the agency's web applications, databases, and internal case management system. The agency's various systems are critical for helping candidates, elected officials, lobbyists, and public servants to electronically submit required reports and take mandated training. The web applications also allow the public to view details of filed reports and Board of Ethics agendas and public actions in order to encourage transparency and accountability in governance.

Minimum Qualifications:

Three years of experience in information technology; OR Six years of full-time work experience in any field plus one year of experience in information technology; OR An associate's degree in information technology plus one year of experience in information technology; OR A bachelor's degree plus one year of experience in information technology; OR A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field; OR A master's degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information:

Job Duties:

  • Develops and supports agency web applications in test and production environments. Creates websites and user interfaces using standard best practices, while incorporating data from back-end databases and services.
  • Designs, codes, compiles, tests, debugs, and documents new and existing mission-critical applications with varying degrees of complexity.
  • Produces efficient and effective code based on requirements using technologies, such as ASP.Net, Visual Studios, and SQL.
  • Meets with users to determine requirements and specifications for software/web development projects.
  • Maintains highly critical agency production systems by identifying, researching and resolving any undiscovered issues.
  • Provides technical support to end users who experience issues using the agency's web applications.

Appointment Type: Probational, Promotion (Probation in lieu of Promotion), Detail to Special Duty Career Progression: This position may be filled as an IT Applications Developer 1, 2, or 3. Work Schedule: Work hours are 8:00 a.m. to 4:45 p.m., Monday - Friday Compensation: Depends on Experience
