The Louisiana Office of Motor Vehicles (OMV) performs functions related to motor vehicle and driver licensing, registration, and titling, as well as the collection of associated taxes and fees. The OMV ensures the safe and secure operation of motor vehicles on Louisiana highways.

Serves as an assistant to the OMV HQ Administrator and is responsible for directing all activities related to the planning, organization and implementation of the driver's license program, Help Desk and CDL Third Party Tester Oversight functions for the Office of Motor Vehicles. Incumbent is also responsible for oversight of multiple complex programs involved in the enforcement of laws and promulgated rules and regulations.
Interprets, applies, and enforces eligibility factors and determines compliance or non-compliance while ensuring enforcement and compliance of federal and state laws and agency policies. Maintains a thorough knowledge of driver's license (commercial and private) laws pertaining to eligibility and issuance of such licenses. Examines documents, computer and microfilm records, and information from nationwide databases and initiates actions to resolve problems. Provides technical guidance to motor vehicle personnel statewide and, as such, assist personnel with actual walk-through processing of transactions for driver's licenses. Evaluates applicant status, reviews questionable medical forms for commercial drivers, etc.
Communicates with other jurisdictions in regard to various reciprocity agreements, suspension codes, status codes, etc. Works closely with data processing personnel to identify needs and requirements due to mandates, growth, and future development. Assists in the development of procedures and methods for program and employee evaluation, management control, and strategic planning. Assists in the testing of new transactions and enhancements to computer programs before implementation statewide. Confers with Data Processing programmers and Finance personnel to resolve discrepancies in the driver's license issuance areas. Coordinates programs and tests necessary for the reconciliation of the systems. Directs ongoing programs affecting Headquarter Services operations. Works directly with Information Technology Managers to develop and implement new data programs that affect Motor Vehicle operations as well as enhancements to existing programs for several computerized systems. Assigns and oversee personnel involved with technical projects and programs. Coordinates with other Motor Vehicle Managers to ensure proper implementation of programs affecting all Motor Vehicle and associated business partner offices.
Analyzes assigned program objectives, determines required work operations, estimates financial staff resources and budget needs, drafts policy/procedures, assigns staff to work operations and periodically reports to the Motor Vehicle Administration. Anticipates procedures to enact changes and evaluates impact. Directs and coordinates the evaluation of subordinate supervisors and hold them accountable for efficiency and performance in the respective units. Prepares employee performance appraisal reviews, interview job applicants, makes final hiring recommendations, and makes recommendations concerning and other type of personnel action. Provides information to internal and external auditors pertaining to the operations of these sections and assists them in analyzing information to assure adequate internal controls. Provides regulatory supervision over certain projects and functions for Headquarter Services.
Serves as the agency coordinator in preparation of Request for Proposals for Publication to vendors to define various project requirements. Participates in evaluation of proposals received from vendors for compliance with the Request for Proposal and selection of successful vendor.
Works with vendors to ensure project are completed timely and to the satisfaction of administration. Evaluates the work performed by vendors to ensure compliance with contracts awarded and also to ensure Motor Vehicle operations are operating effectively and efficiently.
Provides input on the content of the Intranet/internet systems and Automated Call Distribution phone systems to ensure information required by Motor Vehicle personnel is available.
Oversees distribution and installation of scheduled equipment updates for Headquarter Services Offices.
Performs research of laws, promulgated rules, and policies to provide direction on complex files and in cases where there is no established policy.
