Minimum Qualifications

Eight years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor's degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

The Office of Public Health (OPH) is one of seven major offices within the Louisiana Department of Health. OPH is responsible for protecting and promoting the health and wellness of all individuals and communities in Louisiana. This is accomplished through education, promotion of healthy lifestyles, preventing disease and injury, enforcing regulations to protect the environment, sharing vital information, and offering preventive health services.

OPH plays a critical role in directing emergency disaster operations by working to ensure readiness for hurricanes, disasters, and other threats to Louisiana in conjunction with the Surgeon General/State Health Officer and other state departments. The agency operates over 70 extensive programs utilizing staff in parish health units, specialty clinics, 9 regional offices, 4 Deputy Assistant Secretaries, 16 bureaus, contractual agreements, all under the oversight of an Assistant Secretary.

The Centers operated under a Deputy Assistant Secretary include the Center for Community and Preventive, Center for Finance and Operations, Center for Community Preparedness and Health Protection, and a center that includes Engineering, sanitarian services, and the Public Health Laboratory.

The 14 Bureaus include: Regional and Clinical Operations, Chronic Disease Prevention and Healthcare Access, Family Health, Infectious Diseases, Nutrition Services, Vital Records and Statistics, Finance, Performance Management, Health Informatics, EMS, Sanitarian Services, Engineering, Lab, and Community Preparedness.

The Bureau of Chronic Disease Prevention and Healthcare Access (branded as Well-Ahead Louisiana) is the office in OPH that is dedicated to 1) improving the health status of Louisiana residents in rural and underserved areas by actively working to build community health systems' capacity to provide efficient and effective health care services and 2) improving the health of Louisianans by preventing and/or controlling chronic disease and relevant risk factors by promoting policy, systems and environmental changes, as well as healthy behaviors and education, utilizing evidence-based interventions and leveraging resources through collaborative public and private partnerships to maximize health outcomes for our residents.

The Director of the Bureau of Chronic Disease Prevention and Healthcare Access (BCDPHA) is a highly responsible executive level position within CCPH providing direction to 7 Bureau divisions and over 20 federal and state funding sources. This position reports directly to the Deputy Assistant Secretary of CCPH. This is highly complex, responsible, managerial position that is responsible for directing a large staff of both civil service and contract employees in managing several complex statewide programs and grants including the following divisions: Rural Health and Health System Interventions, Community-Clinical Linkages, Healthy Communities, Health Policy, Surveillance and Evaluation, Health Communications, and Community Engagement, Healthcare Workforce Development, and Operations and Budget.

These divisions and their respective programs have a major impact on the emergence, growth, and continued viability of healthcare providers, critical access hospitals, federally qualified health centers, parish health units, private and publically funded primary health care clinics, public hospitals, rural health clinics, and small rural hospitals.

The incumbent is responsible for an annual budget and works with partners statewide i.e., Louisiana Rural Health Association, Louisiana Primary Care Association to facilitate the development and viability of community health centers to provide health care services to rural and underserved areas.

The incumbent directs numerous programs within the Bureau and identifies and pursues opportunities for increased funding for primary care and rural health as well as chronic disease prevention and health promotion in Louisiana.

The incumbent formulates and implements policy and procedures for programs administered within the scope of the law and federal mandates.
